If it says your overcumbered and cannot run, its because your carrying too much stuff, just throw some shit out

empty out ur inventory of stuff then u will run faster
hmm, i suggest youre overencumbered (carrying too much stuff) or your legs are crippled ( then you should use a stimpak.
